Zhankissi Bassybaiuly (1772-1849) was a famous bi, orator, akyn. He was from the baganaly tribe (Naiman) of the Middle Zhuz. He was born in the Ulytau village of the Ulytau municipality of Karaganda region.

Zhankissi bi was one of the most eloquent speakers of his time. Some legends mention a death of Zhankissi Bassybaiuly in a battle against the Kokands. Many of his works have not survived.

Fragments of "Makpal-Segiz" dastan, "Kokan khanyna aitkany" ("Address to the Kokand Khan") and "Kozhykka aitkany" tolgaus survived. "Kokan khanyna aitkany" ("Address to the Kokand Khan") tolgau was the most widely known. He depicted the plight of the Kazakh people under the yoke of the Kokand ruler.

In 1830 the "Kokan khanyna aitkany" tolgau was translated into the Russian and published under the title of "A song about the time of rule of the Kokands".
