WEEKLY REVIEW: Kazakhstan adopted Plan on increasing the employment of elderly people and began preparations for EXPO-2017
On Monday April 29 Asset Issekeshev, the Deputy Prime Minister - Minister of Industry and New Technologies had a meeting with Nursultan Nazarbayev, the President of Kazakhstan, where he reported on the implementation of the Forced Industrial-Innovative Development (FIID) State program for 2012, as well as on the current situation in the mining industry. A.Issekeshev said that from 2008 to 2012 the GDP increased by 22 percent mainly due to the implementation of the FIID State program.
The Head of the country noted the need for further upgrading of the steel industry to maintain growth and gave a number of specific instructions.
Serik Akhmetov, the Prime Minister on Monday met with the representatives of the «YPO Kazakhstan» non-profit organization bringing together the biggest businessmen in the country. The meeting discussed issues relating further development of the domestic business.
In April 30 A.Issekeshev speaking at a meeting of the Government, announced the start of work on the Concept of the FIID State program second five-year plan. In the first five years of the implementation of the State program the base for the first phase of industrialization had been set. The concept of a second five-year plan is of high importance due to big changes in the world markets.
The Minister also added that during the first three years of the FIID State program there were commissioned 537 new productions. The contribution of these companies in the growth of the country's GDP was 26 percent in 2012.
Akhmetov instructed the Ministry of Industry to develop a system monitoring the implementation of the State program. In addition, he criticized the work of the Ministry of Agriculture in connection with the failure to reach the target indicators within FIID State program.
The Prime Minister gave the task to reconcile with FIID new State program for the development of transport infrastructure.
The meeting adopted a comprehensive plan to promote employment of persons older than 50 years titled "Initiative 50 +". The plan involves the provision of employment opportunities for all older people who desire to work.
On Thursday May 2 Bolat Zhamishev, the Finance Minister of Kazakhstan, representing the Majilis the Government report on the implementation of the national budget for 2012, announced that the assets of the National Fund have increased last year by more than KZT 3 trillion 843 billion (tenge). By January 1, 2013 they amounted to KZT 10 trillion 446.5 billion including the investment income in the amount of KZT 383.7 billion which is 3.4 times higher compared with 2011.
On the same day Akhmetov, the Prime Minister, had a meeting with Nursultan Nazarbayev. The Premier reported on the main indicators of socio-economic development of the country and the measures taken to maintain the rate of economy growth. He noted that the decrease in demand and international prices for the main export products of metallurgical and mining industries affected the slowdown in GDP and revenues to the national budget. Taking that fact into account it is planned to make amendments to the budget as it is expected that this year it will not have approximately KZT 495 billion.
A meeting of the State Commission for the preparation and holding of EXPO 2017 took place on Thursday in the Government and was chaired by the Prime Minister. The meeting discussed the issues of implementation of President's instructions given at the meeting on the further development of the capital and the preparations for the EXPO 2017 in Astana.
Akhmetov noted that it is necessary to provide Astana Akimat with the technical conditions for the engineering infrastructure, information on the planning of logistics and other kind. In addition, the Prime Minister instructed all the Ministries, departments and local agencies to develop plans for participation in the exhibition before October 1 current year.
Bahytzhan Sagintayev, the First Vice Prime Minister - Minister of Regional Development, on Thursday arrived in Mangystau region with a working visit. He visited the production facility "Management of Drilling Works" Engineering Company of "UzenMunayGas" JSC, examined the wastewater treatment plant of the city of Zhanaozen. In Aktau B.Sagintayev acquainted with the construction district called "Akku", where apartment buildings had been built under the program "Affordable Housing 2020", as well as kindergartens and schools.
At the end of a trip the Minister held a meeting on the implementation of the regional program "Affordable Housing 2020" including the demolition of dilapidated housing in Zhanaozen city and construction of facilities with equity holders in Aktau.
On Friday, May 3, the Ministry of Health reported that in the first quarter of 2013 more than 195,000 people used their right to choose a hospital 45 per cent of whom were the villagers. In the framework of the guaranteed free medical care 525 providers under a single payer as well as 236 vendors at rural health clinics and 19 of cancer provided services and inpatient hospital care.
The number of private medical organizations involved in the provision of guaranteed free medical care is 126 or 23.9 percent of the total.
