WEEKLY REVIEW: Kazakh PM charged to monitor implementation of industrial projects closely

ASTANA. February 24. KAZINFORM Issues of the country's industrial development, implementation of state-run programs and budget adjustments for 2012-2014 were in the spotlight last week.

On Monday Healthcare Minister Salidat Kairbekova briefed on the results of the first year of realization of Salamatty Kazakhstan State Program. According to her, the mortality rates from circulatory diseases decreased by 20 percent in Kazakhstan in 2011.

New technologies were introduced into cardiovascular disease treatment. Above 8 thousand of cardiac surgeries were made in 2011, of them 6.5 thousand were open heart surgeries. According to the instruction of the Head of State, the National Scientific Cardiac Surgery Center was opened in Astana in line with international standards. 600 people, including 119 children underwent surgeries there, the Minister noted.

On Tuesday, February 21, the Government meeting focused on implementation of industrial projects.

Industry and New Technologies Minister Asset Issekeshev taking the floor reminded that in his State-of-the-Nation Address Nursultan Nazarbayev announced the launch of 11 largest industrial infrastrurture projects in 2012. The preliminary volume of investments will make KZT 4.5 trln.150,000 workplaces will be created then.

"It is planned to open 700 kilometers of "Western Europe - Western China" highway in 2012, Kazakhstan Minister of Transport and Communications Askar Zhumagaliyev said there.

215 kilometers of this project were built in 2011. In 2013 it is planed to put into operation road sections in Aktobe region (101 km), Kyzylorda region (292 km), South Kazakhstan region (254 km) and Zhambyl region (121 km).

"Western Europe - Western China" transit corridor is a strategic project, designed to increase Kazakhstan's cargo transportation 2.5 times by 2020.

The project of gasification of Kazakhstan central regions will cost about KZT 700 billion, Chairman of the Board of JSC "KazMunayGas" Lyazzat Kiinov announced during the Government meeting.

According to him, this project feasibility study was prepared last year; state expertise's approval has been received. Agreed technical-economic parameters have been sent to Kazakhstan Oil and Gas Ministry for further consideration in the Government. The project will be financed by the national budget. This year it is planned to fully address the issues of financing and start construction.

According to Kiinov, the cost of the first stage of the gasification project is KZT 328 billion.  The second stage of "Aksai - Krasny Oktyabr - Tobol" gas pipeline is estimated at KZT 370 billion.  

Following the results of the meeting Kazakh PM Karim Massimov charged to monitor closely the implementation of the projects.

The same day, Kazakh Prime Minister Karim Massimov met in Astana with visiting Kyrgyz Premier Omurbek Babanov.

During the negotiations in the expanded format, the Kazakh PM noted that the relations between Kazakhstan and Kyrgyzstan and certain agreements which were achieved earlier and will be achieved in the future will benefit the two nations.

"We have always felt the support of President Nursultan Nazarbayev and the Government of Kazakhstan," Babanov stated in his turn.  

On Thursday, the Majilis held the enlarged meeting of the Finance and Budget Committee to discuss the draft law "On amendments to the Law of Kazakhstan "On republican budget for 2012-2014".

"The budget expenditures of the revised republican budget for 2012-2014will increase by KZT 507.3 bln to make KZT 6 trln 16 bln."

"The republican budget for 2012 includes extra KZT 39.1 bln to ensure quantum growth of the human capital assets in Kazakhstan," Finance Minister Bolat Zhamishev told presenting the draft law "On amendments to the Law of Kazakhstan "On republican budget for 2012-2014".        

"It is planned to forward KZT 13.1 bln for education, KZT 18.6 bln for healthcare, KZT 6.8 bln for the Nazarbayev University development, and KZT 5.2 bln for improvement of the quality of government services," he said.

Besides, the budget foresees extra KZT 36 bln for the realization of Available Housing 2020 Program, KZT 11.8 bln for Employment 2020.
