Bekmukhamedov Shavkat Mukhamedzhanovich (1892-1958) is a prominent state and public figure. He was born in Bukey Horde (currently the West-Kazakhstan oblast).

In 1903-1912 he graduated from Astrakhan high school for boys. In 1912-1917 he studied law at the Kazan University. For participation in a student's movement he was expelled from the university but later was rehabilitated. He was the Secretary of the Presidium of the Conference of Torgai oblast Kazakhs, which took place on April 2-6, 1917 in Orenburg. The event brought together the representatives of Ural, Akmolinsk, Semipalatinsk, Syrdarya oblasts and Bukey Horde.

On the 21st of April, 1917 he was appointed deputy Chairman of Bukey Horde Council. S. Bekmukhamedov also held the posts of the First Deputy Commissar, Chairman of the Regional Council of workers, soldiers and delegates.

In 1918 he was deputy military commissar. Starting from November, 1919 he was a member of the Kazakh revolution committee. Since September, 1921 he was a member of the People's Commissariat of Justice.

At the 2nd all-Kazakh Congress of Soviets S. Bekmukhamedov was actively involved in development of the first legislative acts of the Kazakh autonomy. He was a member of the commission on development of the Kazakh ASSR Constitution. Further he held different posts in the governmental offices and worked as a tutor in universities.
