SCO RATS to improve anti-terror work through joint efforts of its member states, Dzhumanbekov

TASHKENT. February 9. KAZINFORM. /Kurmat Samarkhan/ As is known, last June Kazakhstan assumed the Shanghai Cooperation Organization chairmanship. Kazakhstan's SCO chairmanship is of great importance for the Organization marks this year its 10 anniversary and plans to hold a jubilee summit in Astana.

Executive Committee of the Regional Antiterrorist Structure of the Shanghai Cooperation Organization is located in Tashkent. Director of the Executive Committee of the SCO RATS Dzhenisbek Dzhumanbekov told about the RATS activity, its plans and a jubilee summit in the interview with Kazinform agency.

SCO RATS prioritizes maintenance and strengthening of peace, ensuring security and stability in the region, first of all, countering security threats like terrorism, separatism and extremism, "the three evil forces", Director of the Executive Committee of the SCO RATS Dzhenisbek Dzhumanbekov said.

During the SCO Summit in Tashkent on June 11, 2010 the leaders of the SCO member states laid once again stress on that terrorism, separatism, extremism, drug trafficking, illegal migration, trafficking in people, information security, natural and man-made disasters remain main challenges and threats in the SCO.

The processes taking place in the world community bespeaks the existing threats, unfortunately, have a trend to grow.

To that end Kazakhstan's SCO presidency will by all means improve antiterrorist efforts and foresee further joining of forces of the SCO member states in this area.

To reinforce the central coordinating role of the UN in international counterterrorism there will be taken also measures for entering into closer cooperation with other interested international and regional organizations. To date the SCO RATS takes part in drafting Action Plan on implementation of the UN Global Counter-Terrorism Strategy in Central Asia.

The SCO Action Plan for 2010-2011 specifies Kazakhstan's efforts as part of the SCO Chairmanship. The Action Plan guidelines are reflected in the Plan of the SCO RATS Executive Committee for 2011. Pursuant to the SCO RATS EC Plan, the RATS and CIS Antiterrorist Centre will jointly hold an international conference on "Terrorist organizations in SCO and CIS, antiterrorist security measures and counter-sabotage protection of sites of primary concern, security facilities and military infrastructure assets".

The conference will bring together the reps of competent authorities, scientific circles of the SCO and CIS member states and CSTO.

According to the above-mentioned Plan, it is planned to contribute to coordination and cooperation of the CSO competent bodies in preparing and holding regular joint antiterrorist maneuvers in China this year.

In order to implement the SCO Plan for 2010-2011 Kazakhstan jointly with the SCO RATS EC and Secretariat plan an international scientific and practical conference. It is purposed to review the SCO security efforts for the past 10 years and debate further development outlooks. Following the results of the conference it is expected to elaborate proposals and recommendations for the draft Astana Declaration which is to be adopted at the meeting of the Council of heads of state of the Shanghai Cooperation Organization slated for this June in Astana.

This conference is one of the key events to preface the jubilee SCO Summit set for June 15, 2011. A meeting of the Council, a photo exhibition, publishing of a collection of two fundamental documents on countering the three evil forces and other events will commemorate the summit.

On June 15, 2011 the heads of state of the Shanghai Cooperation Organization are expected to give consideration and sign a package of legal documents. Adoption of the SCO Antiterrorist Strategy for 2011-2016 at the SCO jubilee summit will count for much for combating the financing of terrorism. Besides, last September the Executive Committee signed a Protocol on cooperation between SCO RATS and Central Asian Regional Information Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors.

"The report of the SCO RATS Council to the SCO Council heads of state on RATS activities in 2010" which reflects year-to-date statement and long-term base point lines will be brought to the summit.

As for the SCO RATS cooperation with international organizations SCO Leadership Summits repeatedly drew attention to the need for forging close ties with the observer states and partners, and other concerned international organizations in order to build a wide partnership network to counter modern challenges and threats. The SCO RATS delegation paid a visit to Pakistan and India (SCO observer states) to have talks with reps of their competent authorities for combating the three evil forces, negotiate joint efforts against international terrorist organizations.

As I've already noted we foster close cooperation with the Central Asian Regional Information Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC). We signed a Protocol on cooperation to exchange information, prepare and hold joint events, hold consultations on problems of mutual concern, etc.

The SCO RATS extends collaboration and negotiate analogous regulatory enactments on cooperation with the Regional Representation of the UN Office for Drugs and Crime in Central Asia, UN Counter-Terrorism Committee, UN Al Qaida and Taliban Sanctions Committee (Committee - 1267).

In conformity with the Memo of Understanding concluded by the SCO and ASEAN, we had talks with deputy Secretary General of ASEAN for Politics and Security on June 10, 2010. We explored the ways to strengthen cooperation, debated prospects and forms of cooperation. A delegation of the SCO RATS is about to pay a visit to the Jakarta Law Enforcement Agencies' Cooperation Centre to meet ASEAN Secretary General.
