Otynshy Alzhanov (1873-1918) was a public figure, member of the Alashorda government, enlightener, folklorist.

He was born in East Kazakhstan oblast. He graduated from the Zaissan Russian-Kazakh academy, Omsk gymnasium, Omsk normal school.

After the February revolution of 1917 Otynshy Alzhanov was one of the heads of the Alash movement in Semipalatinsk oblast. On December 5-13, 1917 he was elected a member of the Alashorda government at the second All-Kazakh congress in Orenburg. Otynshy died in the battle against the Bolsheviks. The Soviet power subjected his family to repressions.
