z Issayev (1899-1938) was a public and state figure, the victim of political repression. He was born in Karasusk volost of Ilbishinsk district in Uralsk region (now West-Kazakhstan Oblast).

He studied in 6-years Kazakh-Russian school in Karasu town. He began his labor activity in 1916 as the secretary of aul administration. In 1917 he worked as the secretary of the territorial administration in Shalkar volost and as the secretary of the district police.

In 1919-1920 he worked in law-enforcement agencies of Ilbishinsk and Zhympitinsk districts; authorized agent of the Extraordinary Commission; deputy head of the agency on crime invetsigarion.

Since 1921 he was the member of Bolshevik's party. He participated in creation of Komsomolsk organization in Ural governorate. In 1924-1925 he was the deputy chairman of the control district committee of the Russian Communist Party of Kazakhstan; secretary of the Central Executive Committee of Kazakhstan; in 1925-1929 he was the second secretary of Kazakhstani district committee of the All-Soviet Communist Party.

Since April, 1929 to June, 1938 he was the chairman of the Council of People's Commissars, member of the presidium of All-Soviet Central Executive Committee and the Central Executive Committee of USSR.

In 1935 he was awarded with Lenin's Order.

In 1938 he was arrested due to false political accusation and was rehabilitated in 1956.
