ASTANA. November 11. KAZINFORM - From 1 January 2014 there will be introduced a national public procurement regime for the countries of the Common Economic Space (CES). This was announced by Deputy Finance Minister Berik Sholpankulov during the presentation of the draft law named "On amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of public procurement" in the Majilis.

According to Mr.Sholpankulov, the introduction of the national regime for Belarus, Kazakhstan and Russia is provided by the Agreement on the state (municipal) Procurement concluded within the framework of the CES legal framework.

In order to support domestic producers in this article there is a prohibition for admission of goods, works and services originating from foreign countries. The establishment of this prohibition corresponds to the Agreement, which provides, in exceptional cases, the removal of national treatment for a period not exceeding 2 years, which are determined by the Government Resolution on the decision or order of the Head of the state.

As explained by the vice-minister, limiting the admission involves only those vendors placed in the procurement of the Customs Union only on goods, works and services of domestic origin.

In addition, the bill envisages provision of benefits to certain categories of potential suppliers: public associations of the disabled of Kazakhstan, as well as state-owned enterprises with correctional facilities. We also introduce restrictions on the purchase by government agencies of goods, works and services from subordinate organizations.
