It was established on 3rd November 2011 by the 36th General Conference of UNESCO. Spain initiated the international observance day. It should be mentioned that on February 13, 1946, the United Nations launched its own radio service, UN Radio.


In 1993, KazakhstanCaspiShelf OJSC was founded for the exploration of oil and gas fields in Kazakhstan's part of the Caspian Sea, the execution of oil operations, the assessment of biological reserves and mineral resources of the region, and the effective field development in Kazakhstan's part of the Caspian Shelf.

During the official visit of President of the Republic of Kazakhstan Nursultan Nazarbayev to the United States of America, the following documents were signed between the two countries that day in 1994: the Charter on Democratic Partnership, the Arrangement for the Exchange of Technical Information and Cooperation in Nuclear Safety Matters. Besides, the Agreement between the governments of Kazakhstan, the U.S., and Russia on Technological Safeguards Associated with the Launch of the Inmarsat-3 Satellite. Moreover, the Treaty on the Non-Proliferation of Nuclear Weapons was ratified.

In 2003, Almaty hosted the 1st International Conference of Peace and Reconciliation convened at the initiative of the President of Kazakhstan. Nursultan Nazarbayev chaired the forum. In attendance were: the presidents of Tajikistan and Kyrgyzstan, the Minister of State of Turkey, the Minister of Foreign Affairs of Azerbaijan and the Adviser to the President of Afghanistan, religious figures of various denominations, to name but a few.

In 2017, with the support from the Kazakh Geographical Society, Kazakhstani mountaineer and well-known traveler Andrei Gundarev climbed Mount Kosciuszko (2,228 meters), the highest summit in mainland Australia.

In 2018, the Global Happiness Coalition was created at the 6th World Government Summit in Dubai. Six countries - the United Arab Emirates, Kazakhstan, Costa Rica, Mexico, Portugal, and Slovenia - became members of the association.
