EU experts suggest creation of procurement supervision agency in Kazakhstan

ALMATY. April 27. KAZINFORM European Union experts recommended Tuesday that Kazakhstan's finance ministry create an agency to supervise public procurement.

"It's crucial for the Ministry of Finance to form a new agency to be focused on the public procurement system and analyze the available statistics," Edvins Parups, the EU manager on improving public procurement systems in Kazakhstan, said at a conference in Astana.

According to Xinhua, an EU project to enhance competitiveness and public procurement in Kazakhstan started in 2009 and is now nearing completion.

Parups said that in 2010 Kazakhstan made 68 percent of its public procurement through price quotations, 13 percent through purchasing from one source, 18 percent in breach of the law on public procurement, and only 1 percent through bidding.
