One of the biggest synthetic ice rinks of that time called Medeo was put into service in Almaty city on December 28, 1972. It is located 1,691 meters above sea level and boasts an area of over 10,000 square meters.

On this day in 1998, President of Kazakhstan Nursultan Nazarbayev was honored with a prestigious prize for his contribution to the development of relations between the Turkic peoples timed to the 75th anniversary of the Turkic Republic.

"Development Bank of Kazakhstan" JSC was established on December 28, 2000 in order to further improve effectiveness of state investment activity, develop production infrastructure and manufacturing, and help attract outward and domestic investment into the real sector of economy.

The Literary Fund of the International Writers' Community awarded Kazakh writer Abdizhamil Nurpeissov with the prize "For purity and credibility of talent" in Moscow on December 28, 2000. Abdizhamil Nurpeissov is a Soviet Kazakh writer who is renowned for his contribution to the Kazakh literature. His trilogy Krov i pot (Blood and sweat) was translated into more than 30 languages.

The Law "On the status of "Nazarbayev University", "Nazarbayev Intellectual Schools" and "Nazarbayev Fund" was passed on this day in 2010. The draft law granted academic freedom to those educational institutions. According to the draft law, "Nazarbayev University" and "Nazarbayev Intellectual Schools" are financed by the republican budget through a special fund and can hire foreign specialists following a simplified procedure. Based on the draft law, "Nazarbayev University" and "Nazarbayev Intellectual Schools" will be reorganized into independent educational institutions.

Another law, this time "On television and radio broadcasting", was endorsed in Kazakhstan on December 28, 2011. The draft law lays down that 100% of Kazakhstan's population should be embraced with digital TV and radio broadcasting services.

With the birth of Mukhtar Abdrakhim in South Kazakhstan region on December 28, 2012, Kazakhstan's population hit the mark of 11 million.

On this day, American bloggers Justin Deschamps and Julian Robles featured mysterious ancient geoglyphs discovered by Kostanay archeologist Dmitriy Dey in Kazakhstan into the top 10 mind-boggling historical and archaeological discoveries of 2015. The satellite pictures of a deserted and remote area of Kazakhstan revealed giant geometric figures of squares, lines, crosses and circles, some of them approximately 200 meters in size and only recognizable from the air. The oldest of the geoglyphs is thought to be around 8,000 years old.

On December 28, 2016, it was announced that the U.S. Embassy in Kazakhstan will issue multiple entry visas valid for ten years for eligible Kazakhstani applicants. Visa requirements were simplified in the year when Kazakhstan and the U.S. celebrated the 25th anniversary since the establishment of their diplomatic relations.
