Bilyal Aspandiyarov (1886-1958) - a scientist-educator, historian, linguist, honored teacher. He was born in Karabalsky district of Kostanai oblast.

He graduated from the two-class Russian-Kazakh school, established by Ybyrai Altynsarin, Orenburg normal school, historical-economic department of the Kazakh Pedagogical College (the Abay Kazakh National Pedagogical University).

In 1909-1923 he taught in schools of Kustanay county. In 1923-1925 - he worked as organizer and first director of training technical school in Kostanay. In 1925-1930 - he headed Zhetysusky governorate department of national education. He worked in close cooperation with Akhmet Baitursynov, Mirzhakyp Dulatov, Smagul Sadvakassov, Sanzhar Asphendiyarov.

Aspandiyarov took part in VI All-Russian Congress of national education governorate departments' heads. Also he actively participated in creation of the whole educational system in Kazakhstan, establishment of schools and training of teachers. He dealt with scientific-educational activity in the number of Almaty institutes, and made a big contribution into development and creation of the first Russian language student books for Kazakh schools. He worked in Kazakh Branch of the USSR Academy of Science, chief research scientist in language, literature and history in the Institute of History, Archeology and Ethnography of Kazakh Academy of Science, participated in preparation of Russian-Kazakh and Kazakh-Russian dictionaries..

He was the first scientist to discover the archive documents for studying the Bukey Orda history and reflected the whole picture of creation, establishment and liquidation of Bukey Orda in his works «Creation of Bukey Orda and its elimination». He was the first who translated a classbook "Logics" into the Kazakh language.
