tygirei Kulmanov (1859-1919) was a public figure, one of the founders of Alash Party, the first Kazakh orientalist, master of eastern sciences, Member of I and II Duma of the Internal Orda of Astrakhan Governorate. He is the descendant of Abulkhair Khan.

He was born in Tengiz municipality of Atyrau Region.

He graduated from Orenburg Gymnasium with silver medal and Eastern Faculty of St. Petersburg University.

In 1890-1903 he headed the department of Kamys-Samar of Internal Orda. In 1906-1907 he was elected the deputy of I and II State Duma from the Internal Orda in Astrakhan Governorate, he was the member of Muslim Fraction.

In 1905-1907 it was the first time when the Kazakh intelligentsia jointly with the representatives of Russian Intelligentsia stated for territorial self-administration. A. Bukeikhanov, A. Beremzhanov, A. Kalmenov, B. Kulmanov, Sh. Koschegulov, Kh. Narokonev, M. Tynyshpayev and others became the deputies of the Russian Parliament.

In December of 1917 he was elected the chairman at II All-Kazakh Congress which established Alash Orda Government.

B. Kulmanov was one of the leaders of Alash Party and took an active part in the work of Alash Orda Government. He was the commissar of Bukeyev Orda in Astrakhan region.

He died at the age of 60 after a hard disease.
