lkas Saginov (1915-2006) was a scientist, doctor of technical sciences, professor, academician of the National Academy of Sciences of Kazakhstan, honored worker of science, honored worker of science and engineering of Kazakhstan, Hero of Socialist Labor, twice laureate of the State Prize of the Kazakh SSR.

He was born in Bayanaul village of Bayanaul municipality of Pavlodar region. He graduated from Karaganda mining technical school and Dnepropetrovsk Mining Institute.

He started his labor activity in 1931 as the motor mechanic at Uspensk mine of Pribalkhashstroy Trust. In 1939-1948 he worked at Karaganda coal basin. In 1948-1951 he was the head of Gosgortechnadzor Administration of Karaganda municipality and chief engineer of Karagandauglerazrezy Trust. In 1951-1955 he was the director of Karaganda affiliate of the All-Union Research Coal Institute which in 1952 was modified under his leadership into Karaganda Research Coal Institute.

During 1955-1958 he was the director of Karaganda mining institute which in 1958 was modified into Karaganda Polytechnic Institute. In 1955-1987 he was the rector for Karaganda Polytechnic Institute. In 1987-1991 he was the advisor to the rector of Karaganda Polytechnic Institute. During 1991-2001 he was the director of the institute for the integrated development of earth interiors. In 2001-2006 he was the president of Karaganda University for Business, Administration and Law.

His research works are devoted to the issues of rational methods for development of coal plats, improvement of mining equipment, research of underground structures and etc.

He is the author of several books as "Karagandy Basseininnin Komir Kabatyn Azirleu Maseleleri" (1976), "Plastikalyk Karier Konveierlerinin Yesebi Zhane Zhobalau Negizderi" (1984), "Otken Belester Turaly" (1995) and over 300 of research works including monographs, patents and copyright certificates.

In 1971 he was awarded a rank of the Hero of Socialist Labor, Order of Lenin and Gold medal 'Hammer and Sickle' for his great services in the development of high education and training of qualified specialists in agriculture. He is the honored resident of Karaganda city.

He also was awarded with Lenin's Order, the Order of the People's Friendship, of the Red Banner of Labor, October Revolution, Parasat and others.
