Culture Minister Mukhtar Kul-Mukhammed told that the program was aimed at increasing the number of Kazakh-speaking people in Kazakhstan from 60 to 95 per cent by 2020.

The program will be realized in three stages. The first stage (2011-2013) is the implementation of a complex of measures directed to the improvement of legal and methodological base of languages development. The second stage (2014-2016) envisages a complex of practical measures on introduction of new technologies and methods in the field of learning and application of the state language as well as preservation of multilingualism. The third stage (2017-2020) is a monitoring of the degree of relevance of the state language in all spheres of life, the quality of its application.

According to the press service of the Ministry, the draft state program was developed on the basis of the analysis of the world's language policy experience with account of the expert recommendations.
