We have many talented women and must use their potential for country's benefit: Deputy Governor of Pavlodar region
PAVLODAR. March 9. KAZINFORM /Vera Livintsova/ Multifacited activities and career growth of energetic leader Rysty Zhumabekova are enviable. She started her career as a senior pioneer leader; later worked as school principal, deputy director of education department. Presently she is a deputy of the Majilis of the Kazakh Parliament, Deputy Akim of Pavlodar region. She has overseen such spheres as education, healthcare, social protection, culture and sports in the region for nine years. On the eve of the Women's Day the lady chief answered the questions of a Kazinform correspondent.

Mrs. Zhumabekova, whether a step-by-step career is necessary for managing staff?

I like when management has experience. Life and practice only can teach to act right in any situation. It is impossible to become a leader in artificial conditions, the leader must learn from own mistakes.   

I am a person of the generation, when leadership was educated by the society. Today, I think, many aspects in children's and youth education are omitted. We are lack of teachers who would bring up self-believe, ability to overcome challenges in future citizens.

You took part in the Kazakhstan Parliamentary elections and won. The competition was very tough that time. Did you believe in your victory?

That was 1995 - a very difficult period. That was the beginning of the establishment of independent states - unemployment, backdated wages and pensions. I electioneered explaining my program at meetings, despite the fact that it was hard to believe in the possibility of recovering on the ruins of the soviet economy.

Only 15 years passed - in such a short period of time our people and our President have managed to build a state that is respected in the world. We chair the OSCE, this is a success!

The region conducts consistent policy in the field of construction of new orphan houses, each new is better than the previous one.

The first children's village was opened in Michurino village, the next - in Pavlodar. A beautiful and comfortable children's village was built in accordance with the European standards in Kenzhekol.

During those years educational and healthcare budgets received funds for equipment of the villages. There are no problems with heating any more. I can demand from deputy governors of municipalities to provide children with cooked meals. Today the quality of education and medicine is of special importance.

We discussed a complex development plan of mass sports recently. It is necessary to create conditions for healthy leisure of people - skating rings, race tracks, ski-runs, volleyball courts.

In your opinion, why there is no women among the regional Governors and only few female representatives in the Parliament despite active lifestyle and high accomplishments of the Kazakh women?

The God created a man and a woman different. Can we equal their abilities? The western countries succeeded in it - there are female presidents, governors in there. We have different mentality. I believe our time will come too. We have many talented women and we must use this potential for the country's benefit.
