Weekly Review: Kazakhstan stands actively for complete prohibition of nuclear weapons tests

TANA. September 2. KAZINFORM /Muratbek Makulbekov/ In 1991 President Nursultan Nazarbayev decreed to shut the Semipalatinsk nuclear testing site down. In July 2009, addressing the meeting dated to the 20th anniversary of cessation of nuclear tests on the Semipalatinsk nuclear range, the President stated that Kazakhstan proposed to declare August 29 the Nuclear Disarmament International Day.

On 2 December 2009, the 64th session of the United Nations General Assembly declared 29 August the International Day against Nuclear Tests by unanimously adopting resolution 64/35.

On Monday, Sep 29, the Kazakh MFA issued the statement that our country stands for sooner entry of the Comprehensive Nuclear Test Ban Treaty into legal force.

Through all the years of its independence, Kazakhstan, in partnership with other states, has been actively and consistently working on strengthening the non-proliferation and nuclear disarmament regime. We stand for the early entry into force of the Comprehensive Nuclear Test Ban Treaty (CTBT). We call upon the nine countries, which have either not ratified or not signed this Treaty, and on whose ratification depends the CTBT entry into force, to do so as soon as possible. We are convinced the CTBT will become one of the most concrete and effective instruments of non-proliferation.

The example of Kazakhstan, where one of the world's largest nuclear test sites was shut down by the Decree of President Nursultan Nazarbayev and where a historic decision was made to eliminate the world's fourth largest nuclear arsenal, serves as a convincing proof of the real movement towards a world free from the nuclear weapons. We are firmly convinced that, with the political will of the peoples and the heads of all states, such a choice is possible.

On August 30, Astana staged a military parade dated to the 16th anniversary of Constitution and 20th anniversary of independence of Kazakhstan. President - Supreme Commander-in-Chief of Armed Forces of Kazakhstan Nursultan Nazarbayev reviewed the parade. Parade Commander- Lieutenant General Murat Maikeyev reported on readiness of the troops to Defense Minister of Kazakhstan Adilbek Dzhaksybekov.

About 2,500 military men, 130 units of military equipment and above 60 aircrafts and helicopters participate in the parade.

On Wed Kazakh delegation led by Secretary of State Kanat Saudabayev participated in the international conference on nuclear disarmament in The Hague.

The same day Chairman of the Kazakhstan Agency for Religious Affairs Kairat lama Sharif met with Yeshaya Cohen, Chief Rabbi of Kazakhstan, and new Rabbi of Astana city Shmuel Karnauh, the agency's press service informs.

During the meeting the parties shared views on further development of state and confessional relations. Kairat Lama Sharif highly appreciated active participation of Ashkenazi Chief Rabbi of Israel Yona Metzger in successful holding of three Congresses of World and Traditional Religions, and debated a number of issues concerning the fourth interfaith congress set for 2012 in Astana.

The 5th session of the Parliament of the fourth convocation will be the most crucial, said Kazakh President Nursultan Nazarbayev opening a joint session of the Parliament on Thursday, September 1.

"The forthcoming 5th session will require us all great responsibility and discipline, because this session falls on the 20th anniversary of independence. On December 16, 1991 there was adopted the Constitutional Law "On State Sovereignty." Thanks to this law the independence of our country has been proclaimed," Nazarbayev stressed.

According to the President, the current session is of particular importance because it will summarize the work of the Parliament of the fourth convocation. The composition of the Majilis was first formed on party lists. Deputies, who have been for the first time elected from the People's Assembly of Kazakhstan, also work in the Majilis.

During his speech to a joint session of Kazakhstan Parliament President Nursultan Nazarbayev reminded the Government about the need to introduce a draft law on implementation of the People's IPO Program.

"The next crucial task is to establish a legal framework for the People's IPO Program that I have proposed. I would like to draw attention of the Parliament members to the social component of this project. This is an opportunity of increasing welfare of all Kazakhstanis and at the same time trust between businesses and the public," Nazarbayev said.

"In this regard, I instruct the Government in the shortest possible time to submit the draft law to the Parliament and I ask Parliament members to consider it," the President stressed.

Later this day Healthcare Ministry Board met to discuss Salamatty Kazakhstan 2011-2015 realization progress for the first half year and tasks for the second half year.
